Summary
A group of men in "Cow Town" costumes for the County Fair in Hugo, Colorado, pose in front of businesses with signs reading "Lumber" and "Hugo Drug Store." Included are Henry Mathews, the Superintendent of Schools, Jack Keppy, and Judge Miles. The men wear misshapen hats, bandanas, and baggy clothing; a flag, a tattered umbrella, a trombone, and a trumpet are held. Jack Keppy is dressed in a dress and bonnet and holds a base drum, another man's clothes are stuffed to make him appear fat, and two others sit on burros. Men in dark suits, ties, and hats look on behind, near a harnessed horse.
