The commission was sent when many Rosebud Lakotas refused to leave Pine Ridge. Commission members include Charles E. Pearce, Alpheus R. Appleman, George H. Harries (third standing person on left), and John J. Pershing (standing far left), first lieutenant in the Sixth Calvary, and in command of a troop of Oglala soldiers.
