Milner Denver Colo Dear Friend Quite a little excitement prevails throught the City of Manila and adjoining provinces, Caused from the proclamation of Major General Otis, Govenor General of the Philippinne Islands and commanding the Eighth army corps. His proclamation was all that the Filipinos could ask for. It states that the Americans came here to fight the Spanish Army and not the Filipino. and are friends to the Filipinos. He also stated that the Filip- inos would be given preference to the government positions as for as they were capable of filling them, by men chosen by the Filipino people and excepted by the president of the United States. A copy of this was sent to Auginaldo, at his headquarters about 40 miles north of here, and copies pasted in all public places throughout the city in three
