CHUN Board of Delegates Meeting
Capitol Hill Community Center
November 29, 1979
The meeting was called to order by President Dan Paulien at 8:00 p.m.
The meeting place was changed, as the Denver Indian Center was closed,
board members present were Lynn Adams, Gordon Appell, Warren Bailey,
Dene Clark, Ray Fisher, Mike Henry, Joanne Hill, John Hitch, Sarah
Hite, Ted Hoyer, Bernie Jones, Larry Levi, Janet Moore-Kirkland, Norma
Oldham, Martin Pato, Leon Sanders, Joyce Thorn, Charles Trainor, Sandy
Weston. Others present were Chris Conklin, Jock McNulty, Tony Casanova, Ethlyn Christensen, Robert Wigington, Alex Oliszewski.
The minutes of October 11, lfi79 were approved as circulated.
Board Vacancies. Beth Travis has moved from the CHUN area. It was
moved that Alex Oliszewski be elected Vice President of Communications.
The motion was seconded and passed. Ted Hoyer will be unable to continue as Vice President of General Meetings due to lack of time. The
Board gave him its thanks. It was moved that Sandy Weston be elected
to this position. The motion was seconded and passed.
Mammoth Gardens. Warren Bailey reported that Mammoth Gardens has re-
ceived a $1.5 million Urban Development Action Grant. This HUD grant

to Mammoth Gardens. The motion was seconded and passed.
Emerson School Purchase. Ethlyn Christensen from Capitol Hill Senior
Resources, Inc. reported on its proposal to the Denver School Board to
purchase Emerson School for $350,000. This original proposal was refused but nefgogiations are still in progress and must be concluded by
January L, 1980.
Larry Levi moved CHUN support a certificate of need for a health station
in Capitol Hill. The motion was seconded and passed.
Ad Hoc Committee on Neighborhood Assemblies. Chairman Janet Moore-Kirkland distributed her committee's proposal,which defines reciprocal rights
and responsibilities of Neighborhood Assemblies and Area Delegates, as
well as the role of the CHUN Board in regards to Neighborhood Assemblies.
Joyce Thorn moved that CHUN adopt the report and recommendations subject
to periodic review by the By-laws Committee. The motion was seconded
and passed.
Air Pollution Control Plan. Robert Wigington from the National Resource
Clinic reviewed the Colorado State Implementation Plan which the State
of Colorado and DRCCG sent to the Environmental Protection Agency. His
gro ip believes the plan should have more stringent controls and include
mas.f3 transit alternatives. The National Resources Clinic plans to file
a law suit with the intent to pressure the EPA to adopt a tougher plan.
Robert Wigington asked for CHUN's endorsement. John Hitch moved that
CHUN not participate in endorsing the law suit. The motion carried 11-7.
Announcements. Jock McNulty has a letter from Rep. Schroeder listing
opportunities for work in the 1980 census. Dan mentioned a meeting of
a committee which has been formed to investigate changing Denver's municipal elections from being non-partisan. The bill to repair a chair
