MINUTES OF CAPITOL HILL UNITED NEIGHBORHOODS - JULY 22, 1976 1. Mike Gilbert, an attorney and former CHUN Board Member, explained the provision of a proposed landlord-tenant city ordinance. The ordinance provides that; a) the building code will be used to set standards to which a landlord must adhere; b) tenants may, under certain circumstances, go in to court to force a landlord to make repairs; c) a method is provided by which a tenant may defend himself against an eviction which is in retaliation for complaints which the tenant has made. It was moved by Bernie Jones and seconded by Chuck Nefzger that CHUN endorse this draft of the landlord-tenant ordinance. The motion passed unanimously. 2. John Durham, the neighborhood planner from the Denver planning office, reported concerning new developments in the Capitol Hill Neighborhood and Cheesman Park neighborhood since the adoption of the official neighborhood plans two and one-half years ago. He indicated that, although the planning office could not afford much staff support, they would be agreeable to having citizens re-study the neighborhood plans and make recommendations for any changes. Several board members expressed interest in working with such a group. 3. President Michael Henry welcomed several board members from the Denver East Central Civic Association, who had been invited to this meeting. 4. The President announced that Dwight Filley has resigned from the Board of Directors, as he has moved from the neighborhood. It was moved by Rhonda Knop and seconded by Chuck Nefzger that Gordon Appell be appointed to fill the vacancy on the Board. The motion passed with no nays and one abstention. 5. John Ozello, Chairman of the Social Services Committee of CHUN, distributed the CHUN-sponsored senior citizen telephone directory. He urged each member of the Board to be responsible for distributing these directories in one senior-citizen-high rise apartment. 6. Bernie Jones mentioned the continuing of the Inter-neighborhood coalition. Anyone interested in attending these meetings should contact Bernie at 832-3526. 7. Bernie Jones announced that several schools, agencies, and organizations were cooperating in organizing a forum to be entitled " Is Small Government Beautiful?" It was moved by Chuck Nefzger and seconded by Rhonda Knop that CHUN become a co-sponsor of the forum with the understanding that no financial obligation would result from co-sponsorship. Motion passed unanimously. 8. President dicussed the seriously-low level of our treasury and our membership list, and the great need for encouraging new members to join.
